NTB-000-426 8.8. Issues related to transit 2023-11-23 Ghana: Paga Customs Burkina Faso In process View
Complaint: Customs at the Paga border claimed the driver bears the name of another driver whose truck has not exited Ghana, according to the Customs system. This driver drives a tanker, while the one whose truck is still in the Customs system drives a flat body.  
Progress: The Representative of the Burkinabe drivers union reported the matter to GSA. GSA staff at the Head Office liaised with their colleague in Paga so as to verify the claim and assist in resolving the issue.

The GSA Officer in Paga came in and helped both the Customs and the driver. The driver was released.
 
NTB-000-428 Extortion of money by Customs 2023-12-06 Ghana: Nsutem Customs Burkina Faso In process View
Complaint: Fifteen drivers were stopped by the Customs and requested to pay GH 5.00 each without any explanation.  
Progress: One of the drivers called GSA to report the issue. GSA staff tried to talk to the Customs officers but they all refused to collaborate.  
NTB-000-429 Extortion and physical abuse by Police 2023-12-08 Ghana: Police barrier after Tamale Burkina Faso In process View
Complaint: The driver stopped at the barrier, the Police refused to open the barrieer. He gave 1 cedi to his apprentice to be given to the police. The Police requested for the drivers papers. Upon giving the said papers, the officers handcuffed the driver for 2 hours before removing it. The officers then asked him to pay GH 500  
Progress: The driver reported to GSA. GSA staff was told by police that the driver refused to stop but denied asking for money. GSA staff made it clear to police that he was going to report the case to the Police Head Quarters, on the ground that the could not handcuff a driver who was not armed or aggressive.

Complaint: The driver got to the barrier, provided his papers but was requested to also provide firs extinguisher and first aid box, which he did.

One of the officers climbed the truck for search and claimed the driver was not on seat belt. meanwhile the driver reported to have removed the belt when he was taking the first aid box for inspection.
 
Progress: The driver reported the case to GSA. GSA staff inquired with the Police to know what happened. The Police claimed the driver wasn't wearing a seatbelt, which is an offence.

GSA staff pleaded for the driver's release and cautioned him on the dangers of such an act.

Complaint: THe Police stopped the three (3) truck drivers, checked their papers and requested that they pay GH 5.00 each, without any ex[planation.  
Progress: The drivers reported the incident to GSA. While GSA sought to discuss with and find out from the Police what the problem was, the Police released the papers to the drivers.  
NTB-000-442 Police extortion 2024-10-10 Ghana: Hamile Police Mali In process View
Complaint: The Police stopped about 20 truck returning from Mali and asked them to pay GH 5.00 each.  
Progress: One of the drivers reported the incident to GSA.
GSA tried to speak to the officers but they unanimously refused to take the phone.

GSA provide the drivers with their liaison person at the Police Head Quarters.

GSA called the drivers few minutes later to follow-up on the issue.

Few minutes after this follow-up, the drivers called GSA to confirm the intervention of the Liaison person at the Police Head Quarters and their release.
 
NTB-000-445 Unnecessary delay by the Police 2024-11-11 Ghana: Nandoli Police (about 15km after Nandoli) Burkina Faso In process View
Complaint: The truck driver's belongings got stolen and he duly reported to the police in Tema with the help of the representative of their union.

On his way back to Bobo, he was stopped by the police to whom he presented the extract from the police station. The Police claimed the driver had to go to Burkina Faso, have his documents done before he could continue his journey.
 
Progress: The driver reported the issue to GSA. GSA speaking to the Police was told that the driver was not cooperating with them. GSA then re-explained the incident to the Police.

GSA called the driver back after thirty (30) minutes and noticed the driver was not released. GSA then linked the driver to their focal point at the Police Head Quarters for his intervention.
The driver was released after this intervention.
 
NTB-000-446 1.1. Export subsidies 2024-11-20 Ghana: Hamile Police barrier Mali In process View
Complaint: The police stopped 5 trucks at the barrier and asked them to pay 5 cedis each.  
Progress: The drivers reported the issue to the Ghana Shippers Authority. GSA tried to talk to the police but they refused to cooperate.

GSA then liaised with their focal point at the police headquarters for his intervention.

The drivers were released after the intervention of the police headquarters.
 
NTB-000-448 Delay in container transfer from MPS. 8days delay 2024-11-25 Ghana: Tema port (MPS) Burkina Faso In process View
Complaint: One container on the B/L N°: 245250153 has been delayed for eight days at MPS without being transferred to GPHA.  
Progress: GSA (Head Office) received the complaint and referred to the Eastern Zone (Tema Branch) for their necessary action.  
NTB-000-452 Extortion by Ghana Immigration Officers 2024-12-20 Ghana: Nasia Immigration check Burkina Faso In process View
Complaint: JAPTU reported to GSA that the international licenses of three Burkinabe drivers coming to Tema to take loaded truck back to their country were ceased by the Immigration officers at Nasia because the drivers refused to pay money.  
Progress: when reported, GSA staff at the Head Office liaised with their office at Tamale for reason of proximity.

The Officer at Tamale office suggested that they would meet with the Northern Regional Office for discussion and the release of the drivers' licenses either to GSA or to the drivers when they get to the Nasia barrier.

The following day the Tema office of GSA called the Head office to report that a check from their focal point at the northern regional command of immigration revealed that the matter was true.

He also added that the focal point assured that the drivers would be given their licenses when they reach the Nasia Immigration barrier. According to him the focal point would liaise with the Immigration's Noth-East regional command since the Nasia barrier is in that Region.
 
NTB-000-454 2.14. Other 2025-02-05 Ghana: Tema port Burkina Faso In process View
Complaint: The Burkina Shippers' Council logged a complaint on behalf of a shipper whose container was auctioned after he had paid a lot to the agent to pay the demurrage incurred. The CBC implored the fact that the container was auctioned without prior notification to neither the Shippers' Council nor the shipper.

The CBC therefore petitioned the GSA to intervene on the matter.
 
Progress: Upon receiving this complaint, GSA invited the shipper who had come to Accra to follow-up on the issue.
The shipper explained that the container got to Tema towrards the end of December 2023. He also disclosed that a first agent was engaged to work on the consignment in January but the latter returned both money and documents in March 2024 saying he couldn't work on the container.
the shipper then engaged another Agent in the same month. The shipper claimed to have given the Agent five million Francs CFA (5,000,000.00CFA)then another two million five hundred thousand (2,500,000.00) all in the month of April 2024 for payment of demurrage and a possible removal of the goods, but he couldn't get them. In July 2024, the complainant claimed that his brother came dowm to Accra and paid another one million five hundred thousand (1,500,000.00CFA)because the Agent demanded for it.

Upon hearing this GSA requested to talk to the Agent who was supposed to help clear the container.

The agent claimed the goods went on demurrage before he was engaged but thought he could help pay the demurrage and get the container but couldn't.

The agent also disclosed to GSA that he had taken the matter to court through a lawyer who had written to GRA-Customs seeking clarity on the auctioning of the container.
