Complaint: The Police stopped about 5 trucks and delayed them for about 3 hours because their first aid boxes do not have certain items.
Progress update note: The driver reported to GSA.
GSA inquired from the police to know what the issue was. The Police claimed the first aid boxes must be replenished before they allowed the driver to proceed.

GSA requested that the driver be released to buy the items on their way, since their movement was time bound.
