The driver who loaded at a warehouse with all necessary documents was stopped by the police and requested to pay GH 100.00 without any explanation.

The driver reported the issue to GSA.
GSA, speaking to the Police was told that the goods were not "transit goods". GSA then took time to explain to the Police that not all foreign truck load at the port. Some load from factories whereas others load from warehouses. He clarified that either from the port, factories, or warehouses, once there is Customs documents covering the goods, there is nothing illegal about their transportation through the country's corridors.
GSA further explained to the Police that the two governments have signed a bilateral trade and transport agreement which affords the two states to trade among themselves. And also, since the landlocked countries have no direct access to sea, international conventions demand that coastal countries assist their landlocked neighbours to use their ports and corridors for their international trade.
After the above explanations from GSA, the Police consented to release the driver.
