The driver's brake failed and he could not stop before the police barrier. He had to dodge the barrier before stopping. The police therefore seized his papers and requested for an unspecified amount.

The driver reported to GSA seeking assistance. GSA speaking to the Police was told that the driver broke the barrier due to the failure of the truck's brake.
The driver on the other hand objected to breaking the barrier.
While the driver was waiting for the mechanic to come GSA continued discussing with the police for the release of the driver as soon as the repair work is done.
Few minutes after the GSA's intervention, the police released the driver's documents so that he could continue the journey after repairing the truck.
