The driver had a police extract showing that his international license was missing whilst his "laissez-passer" showed that the license had expired.

The driver reported the matter to GSA. GSA probing the matter was told by Police that without the international permit the laissez-passer could not have been issued. This implies that the driver deceived about the missing license.
GSA pleaded with Police to consider driver and promised to caution the driver to desist from that practice.
After a lengthy conversation with the Police and a strict warning to the driver, the police agreed to released the driver.
