The driver's truck broke down and he submitted his papers to the Techiman Customs. After the repair works were finished, the driver went to Customs with the view to take his papers and proceed with his journey. To his surprise, the Customs demanded that the driver pay GH 500.00 before his papers are given to him. This demand was justified by the fact that the Customs officers moved their official car to the scene.

The driver reported the matter to GSA.
In their interaction with Customs, GSA explained that the movement of the official could not be used as a means to take money from the driver. GSA clarified to the officer that the matter had been raised several times at various meetings where the Customs Administration always objected to the practice.
GSA further explained to the officer that the act does not support the free movement of the transit goods under the Trade Facilitation Agreement (WTO) and (WCO).
After this discussion, the Customs agreed to release the driver.
