The driver got to the barrier, slowed down to cross but the police stopped him. when the driver got down and went to the police, the latter without any question or explanation handcuffed the driver.

The driver reported the case to GSA. GSA upon receipt of this complaint spoke with the officers. The Officers reported that the driver did not want to stop even though there were other cars which were being checked at that moment.
GSA understood the situation but highlighted that putting handcuffs on the at this instance was not commensurate to the driver's action. GSA thus request that the driver be released to continue his journey.
The Police instantly removed the handcuffs from the driver allowing him to proceed with his journey.
