The driver got to the barrier slowed down and was asked to park. He crossed the barrier and parked at the other side since he could not block the road.

The driver reported the case to GSA. GSA tried to speak to one of the officers at the barrier but the latter objected.
It was only on the third attempt that another officer agreed to clarify the issue to GSA.
GSA then suggested that the driver be released considering the number of days allocated for the transit trucks to exit the country.
