The Police stopped the driver and claimed the Insurance was not correct it does not appear in their system.  

Progress update note

GSA staff asked the agent to go to SIC for verification. SIC first by saying the transit vehicles do not reflect in the Police system. But pushing a bit further, SIC was able to rectify the code which appeared in the Police system.
