Complaint
The driver called because one of his truck tires came out and hurt some two men.  
Status note
After the test of the truck the police made copies of the driver's international licence and his carte grise internationale and released him.  
Progress update note
GSA staff spoke with one officer who confirmed that the injured people were given medical care paid by the driver. But he said the testing officer must come and test the truck. Moreover they needed someone to bail so that he can continue his journey.

GSA staff explained this to the driver.
