The driver called because the police asked him to pay money even though there was no problem with his papers.

GSA staff told the police that the driver had all the items they asked except the fire extinguisher. Then the police said in that case they would allow the driver to go since this is a minor offense.
The driver was released immediately after this discussion.

GSA staff speaking to the police, asked them the reason they were asking the driver for money. The police denied asking for money and told GSA staff that they asked the driver for fire extinguisher, warning triangle and first aid box.
GSA staff later asked the driver if he had all the item required by the police. He replied yes but with the exception of the fire extinguisher.
